PelatihAllowance surrender is the annual handing-over by an operator to its registry of allowances equal to its verified emissions of the previous year; the surrendered allowances are cancelled. Free allocation is the distribution of part of the cap to installations without charge, by benchmark rules; the rest is auctioned.
