The valence electron count of a complex is the number of d electrons of the metal ion plus the electrons given by the ligands (two for each donor pair). The 18-electron rule states that stable complexes of low-oxidation-state metals with strongly bonding -acceptor ligands such as tend to have 18 valence electrons.
