Basal drag is the shear force per unit area that the mantle beneath a plate exerts on the plate’s base. For a plate moving at $u$ over a layer of thickness $h$ and viscosity $\eta$ whose base is at rest, it is $\eta u/h$, opposed to the motion; it drives the plate where the mantle beneath moves faster than the plate.
