The energy budget of a system — the whole Earth, its surface or its atmosphere — is the account of all the energy entering and leaving it, each flow given as an average power per square metre of the Earth’s surface. The budget is balanced when what enters equals what leaves; otherwise the system gains or loses energy and warms or cools.
