A planet has a stagnant lid when its lithosphere is a single rigid shell that does not take part in the convection of the mantle below: heat crosses it by conduction and by the magma that rises through it. On a mobile-lid planet like the Earth, the lithosphere is broken into plates that sink back into the mantle.
