True polar wander is the rotation of the whole solid Earth, mantle and crust together, with respect to its spin axis, driven by changes in the distribution of mass inside it. It moves all the palaeomagnetic poles of all the plates together, by the same rotation, whereas plate motion moves each plate’s poles differently.
